A civil-legal “matter” is a document whereby a Political Scientist explains policy objective violations. Policy objectives include equity/ equality, feasibility, diversity/ inclusiveness, safety/ security amongst others (Cleland 2019). Matters are used to be able to provide insight on specific issues involving concessions, rights and entitlements prevised by the government via legislations. The “matter” is functioned resulting from the structural functional theory whereby the Political Scientist creates a political resource (policy process)- the “matter” wherein policy changes can be recommended as a result (2012). “Matters” can be executed in litigation, in the workplace, in the government, with other non-governmental agencies or organizations, and also corporations. The “matter” is presented via a set of documents that aim to explain a phenomena from the perspective of an unbiased view. The “matter” was created with concern of the process used in university graduate studies. The “matter” is a legal civil process that provides information about a scenario that the Political Scientist investigated via primary and secondary sources. The creator of the “matter” becomes a subject matter expert as a result of producing such document. The documents that consist of a basic “matter” are:
Attestations: This is a document that affirms or confirms that a phenomena is what it is; Declarations: This is a document used to provide background information regarding a phenomena; Methodology: This is a document explaining a method- Science; Literature Review: This is a document providing academic information regarding a phenomena; Acknowledgement: This is a document confirming the use of “values” or “virtues"; Values Clarification: This is a document validating the exploration of “values;" Questioning and Investigation: This is a document permitting the questions to be asked during academic vilification; Fact Sheet: This is a document that is used to explain a fact regarding competence; Affidavits: This is a notarized document used to confirm legal action.
Political Science “matters”
are created on the basis of Zariski’s explanation of the legal process for the
purpose of penetration. Zariski states that citizens are expected to live
under the shadow of the Law (2014). This means that the government
expects them to be socialized into the legal system by the firms they interact
with, this could include, interactions with the judicial system, police,
government workers, politicians etc. This results in citizens living
under convention and customs as the government receives inputs and feedback
from the domestic environment so that the policy process can take place.
The point is, that Political Science “matters” action civil communications
through spoken words and through correspondence via the policy process.
The policy process is as follows: Interest Articulation, Interest
Aggregation, Policy Creation and Policy Implementation- simplified (Powel et
al. 2012). From whence a “matter” is completed it gets sent into
the receiving parties office for review. For “matters” that are provided
“on demand” it follows the rules of USA congress wherein a “draft” is provided
to the receiving office and a period of time follows by which the Political
Scientist provides a published version, waiting periods are always variable and
can depend on the receiving office’s policies. When the “matter” is
completed, the document gets published in a publication so that political
communication, political socialization and political recruitment can take place
within the domestic environment. Essentially, the document helps
proliferate the ideas that are contained within the “matter” when distributed
via publishing. Through that, Political Scientists than ensures salus
lexi populi. This method of operation is attributed to Volvo corporation
who in their past provided innovations such as the seat belt free of commission
in a bid to make society safer (2019). With Political Science “matters,”
the document can affirm allegiance to the state by providing a postage stamp on
the ACKNOWLEDGEMENT document proving that duty has been paid to the
state. However, if the Political Scientist is free and independent, he
could choose not to include such formality.
Through the Political Science “matter,” the Political Scientist becomes an honest broker whereby he explores the subject matter free of any bias or preconceived notion. In the discipline of Criminology, the individual serves as a method by which he can be a tabula rasa. A tabula rasa is defined as the individual has a clean slate or perspective or lens on a matter (Britannica 2023). It is important to have such individuals as supporting members of a specific issue to be deliberated upon via the Political Science “matter” as they do not possess information that can cloud their judgement when they render a recollection and an opinion.
