SOCIAL: PROPOSED POLICY CHANGES/ COMMISSION FOR USE OF CONCEPTS

SUBJECT:  COMMISSION FOR USE OF CONCEPTS

PURPOSE:  This briefing note is a recommendation for changes in policy pertaining to use of theory.

ISSUE:  There is not enough action to promote the growth of professionals. 

Background:

Professional practice consists of using the cognitive process to come up with ideas in which can serve the public.  In modern society, university trained professionals have lost their competitive edge in the face of mass consensus of convenience.  For example, there are less trained professionals than those that have not ascertained education.  Problems arise when professionals seek to mobilize and create agency.  Since there are more untrained professionals, such individuals appeal mainly to the emotional actions of those they follow.  This creates an imbalance in society because it is such emotional attachment that allows such individuals to gain more agency than the trained professionals which henceforth, lacks the critical processes that would permit accountability and thus result in the improvement of society resulting in equity.  Those individuals that ascertain consensus via convenience gain the publics support which results in more capital while professionals who seek equity for society are reduced.  This is an issue, and such culture needs a rectification and a check and balance.  An example of modern ideas that were put forward and declined as a result of consensus was the idea of the Canada Revenue Agency desiring to do the taxes of the Canadians in their own office with their own professionals.  The Trudeau government proposed an “automatic taxation filing” system according to the Financial Post in 2020.  However, there was massive pushback by the public which resulted in the idea not being implemented.  It could be speculated that the reason for such proposal is the fact that many people in receipt of assistance are in a situation in which their judgment could be affected by the situation which would henceforth result in tax filing that is not accurate.  According to the government of Canada, “CSLP provided over 497,000 students with $2.6 billion in loans.”  In February 2015, 36,000 Albertans received Employment Insurance according to CBC.  According to Statistics Canada “Membership in registered pension plans (RPPs) in Canada was more than 6.3 million in 2017.”  According to Veterans Affairs Canada there are an estimated “629,300” veterans in Canada as of 2020 receive such benefits as disability pensions, war veterans’ allowance, and treatment benefits.  According to CBC “More than 960,000 men, women and children receive social assistance from [Ontario’s] two welfare programs” in 2018.  According to the Justice Department 342 900 people received spousal support in 1996 and it is steadily increasing.  It is the situation that these people are experiencing that promote a compulsiveness that their decision making is of questionable integrity.  Such individuals are in a desperate “need” and the rectification comes in the form of funds being awarded however, once the funds are depleted, the cycle of need occurs again which then impairs the decision making which thus can result in taxes not being filed properly.  Canada’s objective for these people is to facilitate a life that allows them to live in a manner that is consistent with the ability to be a reasonable person in society.  Being a reasonable person amongst a modern society means that such individual is liberated from the persistent need of government support.  By providing these people with support, the government has done their due diligence in ensuring that.  However, there are some demographics of people that remain in support and for that such automatic taxation would be appropriate.  As for those that grow off of the government support, they are able to reintegrate into society and thus continue with their lives.  As for the wealthy, there have been instances of tax evasion.  According to the Toronto Sun, “20% of Canadians willing to risk” tax evasion.  In fact according to the same source, “2016 Statistics Canada report found nearly $45.6 billion is lost to tax cheating.”  According to Criminological theory, these people do a risk reward analysis.  It is such reward of not having to pay the government that these people find value in despite the deterrent measures employed by the government to prevent tax evasion.  Although these people do not have a persistent need, as the aforementioned individuals receiving support from the government, they have a desire and urge to expand.  It is such desire that causes the mistreatment of other citizens in the community in favor of their own self-interest. Henceforth, by implementing an automatic taxation system, the government seeks to regulate the injustice caused by the wealthy.  This is just an example of why the automatic tax system was not implemented in Canada as it pertains to the subject matter explained herein.   

Considerations:

Is it not time that professionals such as doctors, lawyers, scholars etc.  gain commission for their work every time their idea is utilized?  Doctors who discover a new diagnosis, can be paid a commission every time such diagnosis is used by another doctor.  Lawyers on the other hand, can get commission every time their case is referenced by a judge or a lawyer.  Universities compete for citations; such authors can also get paid for the citations.  The common factor between these professions is that such commission can serve to protect their idea and also it can further their cause to improve the society against a public that is very impressionable to peer influence.  Perhaps several cents per citation could be implemented provided that the professional in question works under a registered business license.  For example if an doctor uses a diagnosis, he or she can charge for example 0.05$ on the MSP program for the use.  If a lawyer cites a specific case law in his or her matter, he can charge the client.  If an academic uses a source for his own work, he can add it to the sum cost of the work.  These funds that are collected need a regulatory body so that such funds can be allocated to the respective owners of the concepts.  Having such regulatory body serves as a measure to keep professions competitive in a modern world.  The population is ever growing and immigration has been impacting the culture of Canada.  Such impact needs to be managed.  Canada is a place that fought for the rights of the people.  It is separated from the alternative via a legal construct.  Those in the USA, their citizens, are forced to use legal means to protect themselves which resulted in a more competitive nation.  It is the difference in ideology of the emergence of the two nations that separates the citizenship values of these nations.  Canada protects their people while the United States of America promotes its citizens to be legal intelligent in the face of its foundation and history.  Henceforth none is wrong but their approaches to their people must be noted.  The stakeholders for this matter are the professionals, the government and the citizen. 

Options: 

Option 1:  Commission for professionals.

This option provides more opportunity for the government to tax such commissions however a college needs to be established in order to regulate such allocation of commissions.  Perhaps students in university institutions can be exempt from the need to pay commission.  However, it is only fair that those in working profession be required to pay such commission.  The feasibility of this option is low however it serves to protect the integrity of any profession.  It also promotes a check and balance against the detrimental effects of mass consensus.  Selecting this option gives professionals a method by which to support their own cause against people that may be acting contrary to their objectives and who have amassed greater support.  It is true that North America is a place of democracy however, the modern fault in this is that there are some people in society that get overlooked as a result of consensus.  The way to rectify this is by providing a method by which to affirmatively give them their due right to commission for the use of their ideas.  This would henceforth allow him or her to spread the message in a way that promotes a conscious democracy.  This option serves to protect the foundations of civil society thus it is the most accountable option of all the available options proposed herein.  This option gives the professionals equity because it allows them the initial funds to promote their cause which would result in more agency.  This is the most sustainable option because it promotes responsibility and serves to balance the inequity that has arisen in modernity.  This is also an inclusive option as professionals can have the means to affect the consensus via the allocation of such funds. 

Option 2:  Establish a regulatory body for professionals such as a “college of undergraduates”.

This is the least feasible option.  A lot of government cooperation must occur in order to sort out how to affirm the competitive edge of the modern professions such as doctors, lawyers and scholars.  By selecting this option, the west maintains its sphere of influence in academia at the same time protecting the people in their countries.  In fact, it was North America and the USA that served to rebuild Europe from turmoil.  It was America that took in the immigrants and refuges that were mistreated by other nations with cultures that served to act on self-interest.  By establishing a regulatory body, the government gives equity to the individuals working in professions by allowing them a means to penetrate the consensus.  This option promotes equality between professionals and it would result in a competition for ideas which would henceforth increase the efficiency of academia because rewards are given for innovation.  This option is very sustainable as it protect the civil society of Canada. 

Option 3:  Status quo.

This is the most feasible option however, by selecting this option the consensus will continue to erode the culture of Canada.  Professionals need to be protecting the fundamental values of the nation.  By selecting this option, it prevents professionals from doing their job, which is essentially to maintain civility which came from the rule of law originating from a rudimentary social contract.  This option is not advisable as other nations would assume hegemony in academia.  This option also does not promote any incentive for professionals to create new concepts which could serve to better the society.  Selecting this option will result in stagnation and henceforth a Canada that is less able to grow. 

Recommendation:

Option one is recommended.
